In March, 2014 members of the World Trade Organization (Dispute Settlement Body, DSB) approved the creation of a special panel for the analysis of special duties on cars imported in Kiev in April, 2013.
In October, Japan launched against Ukraine a charge of 11 points on special duty, in particular, pointed to the violation of the General Agreement on Tariffs and Trade (GATT), which lies at the core of the WTO agreements and the WTO itself on protective measures (Agreement on Safeguards). Also noted that Ukraine has not issued a report with axplanation. The EU and Russia joined this charge.
