Government covers its debts with the help of Ukrainian enterprises

As we reported in March, 2014, Verkhovna Rada of Ukraine adopted the Law of Ukraine "On State Budget of Ukraine for 2014" #1165 from 27.03.2014, which provided the Cabinet of Ministers of Ukraine the right to issue VAT bonds. 

If Ukraine's moving towards the European Community a it's the purpose of the country, it would be worth developing European methods of taxation, where reimbursement of value added tax is 100% and the VAT bonds are passed into history.
