Why the number of officials in Ukraine within the year decreased by 0.4%?

April 20 The State Service of Statistics published the bulletin "The number of state servants and local government officials by 31 December 2014". According to this publication, the number of officials for 2014 was reduced by only 0.4%, without taking into account the effect of the annexation and occupation of parts of Crimea, Donetsk and Luhansk regions. Moreover, in a number of areas, and Kyiv there was a slight increase. At the beginning of 2015 in Ukraine there were 380,000 officials and state servants or nine of them per thousand of Ukrainians.
