The Head of the Federation took part in the Ukrainian Automobile Forum

On October 31, 2017, the Chairman of the Federation of Employers of automotive industry Oleg Boyarin took part in the Ukrainian Automobile Forum "Accelerating the Integration of Ukraine into the European Network of Suppliers of the Automotive Industry", which took place in Lviv.

The forum was attended by the Head of the Lviv Regional State Administration Oleh Synyutka, the Secretary of the Committee for Industrial Policy and Entrepreneurship of the Verkhovna Rada of Ukraine Mykhailo Khmil, the Advisor to the Minister of Infrastructure of Ukraine Oleksandr Ozeran, the Deputy Director of UkraineInvest Ulyana Khromiak, and the leaders of the leading Ukrainian and European companies.

The forum was held in the format of four sessions.

At the first session the main trends of world and domestic automotive industry were discussed. Representatives of governmental bodies provided their vision of the development of Ukrainian automotive industry and mechanisms and measures to be implemented by the state to support the Ukrainian manufacturer. Participants briskly discussed the experience of stimulating the development of automotive industry in the EU countries and the possibility of producing modern cars in Ukraine.

The second session was aimed at reviewing the prospects for the development of clusters for the production of auto components that are actively developing in Ukraine.

During the session, the experience of leading auto components manufacturers in Ukraine was discussed. Particular attention was paid to the review of the tariff regime for exports to the EU and the challenges faced by domestic companies working with OEMs in Central and Eastern Europe.

The third session was aimed at discussing the practices of leading manufacturers of auto components and vehicles in Ukraine.

During the session, the participants paid special attention to plans to increase production volumes and strategies for the development of the automotive industry in Ukraine.

During the session, President of the Association "UkrAvtoProm" Mikhail Reznik, Chairman of UkrAVTO Oleksandr Kozis, Deputy Director of "Etalon-Auto" Victor Drazhko and Chairman of the Federation of Employers of automotive industry Oleg Boyarin spoke about their vision of the development of the industry and its perspectives in Ukraine.

The fourth session was held in the format of the discussion on the topic "The role of Ukraine’s component manufacturing base in supplying OEMs in the EU".

As a result of the meeting, decisions on the necessity of cooperation of all market participants and the development of the legislative framework in Ukraine, which would support the national producer, encouraged investors to invest in the development of domestic car production and contributed to the formation of labor potential were made.

In particular, according to the results of the Ukrainian Automobile Forum, priority steps were identified to improve the situation in the automotive industry of Ukraine:

  • Approval of the automotive industry development strategy.
  • Accelerating the liberalization of EU import duties on the FBU car manufactured in Ukraine.
  • Liberalization of industrial assembly in Ukraine, incl. abolition of excise tax on bodies for industrial assembly.
  • State guarantees, agreement with the investor on the stability of the regulatory environment.
  • State Insurance and Export Lending along with the creation of the Ukrainian Development Bank.
  • Greenfield investment: fiscal & custom incentives for industrial park participants, cost compensation for connecting to utilities networks.
  • A package of incentives for creation of working places aas well as vocational education.
  • Regulation of the situation on the market for cars on foreign registration.
