The ruble fell to its lowest since the default level

Russian rouble completed the worst in 16 years absolute minimum quarterly update to the dollar and the currency basket after reports of possible restrictions on capital flows. 

According to Reuters, the ruble has lost the third quarter against the dollar, it's more than 16 percent, of which 6.5 percent - in September. 

September 30, the dollar soared to 39.89 ruble mark, which was the historical peak of the American currency in the Russian bid.
